Meeting Minutes
August 15, 2006
1. Meeting was opened in the Council Chambers Conference Room. In attendance: Mike Deming; Jull Fudo; Christina Selvek; Judith Bryant; Betty Lewis. Absent: Jim Hutchinson

41 Grover St.
Christina Selvek met with Jim Courtney (representing owners Clyde & Betty Monroe), Bill Brown and Mike McLauglin concerning replacing windows. Information sent to Mike Long. Decided to replace windows in front and as many others that cost would allow.
Christina Selvek – happy with replacement materials. Replace with 6/6 with exterior grills on the front and west side 2nd floor as part of the original federal style. Rest ok as 2.2 due to many rehabs already done on the house. Front face and east side. House across the street referenced for historical comparison.
Jill Fudo – historic precedence for strong verticality in the house. Windows accentuate this. Doesn’t agree with using 6/6.
Jim Courtney – could go with 2/2 on front
Mike Long – use 2/2 on the front and 6/6 on the side.
Jill Fudo – reverse and do 6 2/2’s on façade and west over porch with exterior grill. 6/6 standard on the remainder. For the 9/6 on the back do a transom at the top over 6/6 – size of the opening doesn’t change.
Mike Long – let them figure the out what they want to do for the 9/6.
Motion to accept the application except for the 9/6 window made by Jill Fudo, seconded by Christina Selvek. All members vote approval. Motion carried.

Christina Selvek – after looking at the photos and discussing – is the floor being replaced with plywood?
John Gosselin – Removed 4 layers already including some metal.
Jill Fudo – questions the upper porch. So it needs to be weather sealed? Does not feel enough info given to make a decision at this time. Simply saying you are using plywood is not enough detail.
John Gosselin – we have kept the original railings to replace, all original trim will be remade and replaced. Went to the historical society but could not find any original pics showing detail.
Christina Selvek – would like an elevation drawing.
John Gosselin – everything is going back to original.
Christina Selvek – would like to see railing and edging materials, decking also
Jill Fudo – realizes there are environmental issues.
John Gosselin – priced rubber matting at about 800 dollars. Right now there is 6 – 8 layers of coating over the original wood.
Mike Deming – need details so there is no misunderstanding that anything different is being done that could lead to it being removed according to ordinance.
Jill Fudo – there is no problem with doing it stating replacing as is. Make a photo documentary of all details. Agree going back to original design. There would be no problem moving forward with that. Make sure details match when completed. Remove secondary deck on 1st floor that had been constructed for a wheelchair.
John Gosselin – hadn’t thought about removing it but will.
Christina Selvek – since there is no reason to keep it.
Steven Selvek – feels it is a replacement in kind. If not done properly then there will be repercussions. Primary concern is the plywood for the 2nd floor decking.
John Gosselin – doesn’t see the problem.
Mike Deming – just making clear what needs to be done.
Jill Fudo – questions motion to accept to replace in kind and if not done in kind then cease work. Photo documentation required as work progresses. Include removing the overdecking on the 1st floor.
Mike Deming – there are a different parts to the motion.
Jill Fudo – makes a motion to replace in kind with structural repairs the exiting porch with full photo documentation and remove of the overdeck on the 1st floor of the southeast corner porch. Seconded by Christina Selvek. All members vote approval. Motion carried.
Jill Fudo – any structural repairs on the northeast?
John Gosselin – yes, it was repaired improperly before. Will repair properly replacing in kind.
Mike Deming – suggests making an extra copy of photo documentation for the Historian’s Office.
Steve Selvek – repair in king the front northeast porch structural repairs with two-by material. Porch railing adjusted to step to be rebuilt to match remainder of railing. Decking to be replaced in kind staggered to match existing. So moved by Jill Fudo, seconded by Christina Selvek. All members vote approval. Motion carried.
John Gosselin – the façade will also be replaced in kind. The roof is ok.
Steve Selvek – replace in kind fascia and trim boards on “octagonal” bay. Include photo documentation. So moved by Judith Bryant, seconded by Jill Fudo. All members vote approval. Motion carried.
114 South St.
Mike Long – Doug Springer is ready to order windows. Realized some sized needed to be different. 9/9 proposed – longer horizontally where others are longer vertically. Also don’t line up with second floor. Wants to resize to match other windows.
Mike Deming – again, photo documentation with copies to the Historian.
Jill Fudo – not feeling good about this.
Christina Selvek – likes the header. Agrees with aligning with upper window but keeping header.
Jill Fudo – tough as revisions have already been made not keeping in the style. Theory is that at one time there was a flat roof 2 story porch with 2 front windows where the front doors are. The upper windows were doors into bedrooms. Then the porch was removed and the interior rebuilt. Header there because of the double set of doors. Need to preserve the width.
Mike Long – so leave the header and install smaller window.
Dough Springer – also want to change 9/9 to 8/8.
Jill Fudo – thinks 8/8 is better anyway. 9/9 would lose horizontal banding. Motion to replace same size windows, keep header and use 8/8 design. Seconded by Christina Selvek. All members vote approval. Motion carried.
29 Grover St.
Issued by staff. To replace in kind the floor of a front porch. Once change made, instead of tongue & groove decking using 5/4 inch pressure treated wood sawed off at the end. Finish with one inch molding/banding. Plus repairs in kind and paint to match. Motion to approve by Christina Selvek, seconded by Jill Fudo. All members vote approval. Motion carried.
Jill Fudo – more strictness needs to be observed in applications. There shouldn’t be so much hand holding by staff.
Christina Selvek – asks the status of 88 South St.
Mike Deming – the HRRB ordinance requires anything exterior to be approved. Letter to enforce sent to Codes.
